      • the impact/difference LEADER funded projects have made
      • reasons for success across themes/geographical area
    • an assessment of the wider EU and national policy context within which Dumfries and Galloway LEADER operates
    • an assessment of LEADER’s strategic fit with key regional strategies and the Community Planning Partnership
    • a commentary on how LEADER can link most effectively with other EU and national funding streams
    • a shortlist of draft priorities for the Dumfries and Galloway LEADER 2014-2020 programme based on the findings of the preceding elements of this commission.
    • an identification of potential LEADER/Local Action Group structures for the delivery of the LEADER 2014-2020 programme in Dumfries and Galloway e.g. use of:

    Background – The Government of Serbia adopted the Environmental Approximation Strategy (NEAS) for membership in the EU in March 2012. This strategy will form the basis for accession negotiations in connection with the Chapter 27 (environment).

    The Serbian Ministry for Energy, Development and Environmental Protection, MEDEP, (earlier Ministry for Environment and Spatial Planning) and the Swedish Environmental Protection Agency (SEPA) were considering a two-year cooperation on capacity building for environmental accession negotiations.  SIDA required an external assessment of the proposed cooperation and its proposed areas of focus; i.e., support to development of the Directive Specific Implementation Plans, preparation of position paper and related documentation.

     Objective

    To support Sida in the assessment of the proposal and specifically provide guidance on what issues to address to MEDEP and SEPA during the coming agreement discussions.

    Catalys was commissioned to undertake an Equality Impact Assessment for the INTERREG IVA funded Outdoor Tourism Project. The project involved desk research which revealed that this is a relatively under researched area and would benefit from greater attention. The project also involved consultation with project partners and stakeholders, representing both the providers and users. The project produced an Equality Impact Assessment for the project, an Action Plan for its implementation, as well as a monitoring tool.

    This project was designed for building on the successes of the 08 – 09 project and provided targeted assistance in the development of the state level Ministry of Agriculture, in particular building capacity in MOFTER (Sector for Agriculture, Food, Forestry and Rural Development – SAFFRD).   It focused on the improvement of National and Entity level strategic planning and implementation for rural development; in order to promote economically balanced rural development across BiH.  It was delivered through a diverse set of outputs; training, policy development, coaching and advisory work.

    Staff were mentored so that they better understood the concept of Rural Development and the need to build strong and diverse rural economies. Training Plans are developed and the BiH trainers have developed skills for delivering Rural Development training courses.  Coaching and advisory work was based on the training topics and provided best practice models based on EU Member State experiences.

    In addition the project supported the development of the Rural Development Working Group as well as study trips to Hungary and the UK to show best practice in Rural Development in new and old EU Member States.

    The project provided training and on-going coaching to assist capacity building in the Department of Agriculture and Rural Development in the Ministry of Foreign Trade and Economic Relations; and the wider partnership and improve understanding and delivery of Economic and Social Cohesion policies. The project was designed to build administrative capacity for EU Integration relating to Rural Development and Cohesion policy.

    All the modules were designed to enhance capacity and were delivered as part of an integrated package including 18 individual training sessions, a programme of professional coaching/advice and study tours. The total package was designed to build and reinforce the knowledge and capacity of the managers and staff to enable them to manage and deliver nationally and internationally funded programmes.

    These inputs supported the training modules and helped the Ministry staff to improve their capacity to manage and deliver the programmes and generally strengthen the human resource of the Ministry to handle national and externally funded programmes to assist economic and social cohesion.
