    An evaluation of the Cardigan Bay Fisheries Local Action Group (FLAG).  The FLAG has been supported through the “Animation, Communication and Evaluation Project”, which has an investment value of £108,359 and is funded through the Welsh EFF programme 2007-13.

    This evaluation will:

    • Provide an objective and evidenced assessment of the FLAG’s outputs, impact and the process of delivery;
    • Use the learning from the evaluation to improve delivery;
    • Build the capacity of staff, FLAG members in relation to review and evaluation; and
    • Review the effectiveness of the Lead Body.

    Given the client’s requirements and the wider context we are proposing a methodology that uses a mix of approaches, so that we can provide a rounded view of the FLAG’s achievements and “tell the story”:

    • Provide a robust picture of outputs and impacts;
    • Provide the opportunity for Stakeholders to share their views
    • Use approaches, such as Social Return on Investment and Partnership self-evaluation to gain the fullest possible picture of the outcomes of the FLAG Project
    • Run workshops with a cross section of stakeholders to ensure that internal and external views of the FLAG are understood and given due weight.

    Catalys was commissioned by UNDP to provide a practical guidance on the introduction of CLLD to the Croatia fisheries programmes; also known as FLAGs. The study included desk research into Croatia’s fisheries sector, comparative analysis, case studies and consultation with national, regional and local stakeholders. It concluded that CLLD and FLAGs could play a significant role in the introduction of the Common Fisheries Policy to the EU’s newest state. The report included an Action plan and implementation model.

    Background – The Government of Serbia adopted the Environmental Approximation Strategy (NEAS) for membership in the EU in March 2012. This strategy will form the basis for accession negotiations in connection with the Chapter 27 (environment).

    The Serbian Ministry for Energy, Development and Environmental Protection, MEDEP, (earlier Ministry for Environment and Spatial Planning) and the Swedish Environmental Protection Agency (SEPA) were considering a two-year cooperation on capacity building for environmental accession negotiations.  SIDA required an external assessment of the proposed cooperation and its proposed areas of focus; i.e., support to development of the Directive Specific Implementation Plans, preparation of position paper and related documentation.

     Objective

    To support Sida in the assessment of the proposal and specifically provide guidance on what issues to address to MEDEP and SEPA during the coming agreement discussions.

    Provided 2 separate courses to support the development of Rural Development and Energy capacity in Serbian institutions:

    Rural Development – Comprehensive training programme supported by online learning platform delivered to over 100 professionals from state, regional and local levels.  The training provided a thorough grounding in the development of EU agricultural and rural policy, CAP 2014-20, strategy, programme and project development, communication, stakeholder analysis and partnership development.  The programme was supported by comprehensive set of practical examples, background reading and post-course assessment.

    Energy policy training – The training programme was delivered to over 100 practitioners from state, regional and local levels.  The course material focused on the development and focus of EU energy policy, the EU 202020 strategy framework and the importance of stakeholder management and engagement.  The programme was supported by comprehensive set of practical examples, background reading and post-course assessment.
